Purpose and commitment
Velqora is a logistics software company operating through its business presence in the Netherlands and China and providing subscription-based digital services for customers in international markets.
Velqora provides technology intended to support logistics, transportation, shipment visibility, fleet operations, warehouse management, supply-chain coordination, operational intelligence and related business processes. The platform integrates artificial intelligence (AI) to assist customers in using data, improving operational visibility, identifying patterns and supporting informed decisions.
This policy establishes Velqora’s principles and requirements for responsible business operations, customer protection, data handling, information security, confidentiality, platform use, AI governance, employee conduct and legal compliance.
Velqora commits to:
- Protecting the confidentiality, integrity and availability of customer information.
- Handling personal and operational data lawfully, fairly and transparently.
- Supporting secure and reliable logistics technology services.
- Respecting customers’ rights and legitimate interests in their data.
- Using AI responsibly and maintaining appropriate human oversight.
- Preventing unauthorised access, misuse, fraud and disclosure of information.
- Complying with applicable laws and contractual obligations in the jurisdictions in which Velqora operates.
- Improving its policies, controls and operational practices as the business develops.
This policy is intended to operate alongside Velqora’s customer agreements, subscription terms, Privacy Policy, Data Processing Agreement, Information Security Policy and other applicable contractual documents.
Legal
Scope and application
This policy applies to Velqora’s business activities, digital platform, websites, applications, APIs, integrations, internal systems and related services.
It applies to relevant activities involving:
- Business-to-business (B2B) customers.
- Business-to-consumer (B2C) services and individual users.
- Shippers, carriers, freight forwarders, suppliers and logistics service providers.
- Drivers, fleet operators and authorised transport personnel.
- Warehouse operators and inventory management personnel.
- Employees, contractors, consultants and authorised representatives.
- Technology providers, hosting providers, integration partners and other service providers handling information on Velqora’s behalf.
The policy applies to information processed through subscriptions, platform accounts, customer integrations, operational systems, support activities and other authorised interactions with Velqora.
Where a customer contract or mandatory law establishes a more specific requirement, that requirement will apply to the extent legally necessary. Where provisions conflict, applicable law takes precedence.

Governance and responsibilities
3.1 Velqora management
Velqora management is responsible for establishing appropriate governance, assigning responsibilities, approving policies, assessing material risks and providing reasonable resources for compliance and security.
Management must ensure that material security, privacy and operational risks are escalated and that corrective actions are assigned and monitored.
3.2 Employees and contractors
All employees and contractors must:
- Follow applicable Velqora policies and contractual confidentiality obligations.
- Access information only when authorised and necessary for their duties.
- Protect credentials, devices, business records and customer information.
- Complete required privacy, security and compliance training.
- Report suspected data breaches, security incidents, fraud and policy violations promptly.
- Avoid using customer information for personal, unauthorised or unrelated purposes.
Access may be restricted or revoked where necessary to protect Velqora, its customers or other affected individuals.
3.3 Customers and platform users
Customers are responsible for maintaining appropriate account security, managing user permissions, ensuring they have the necessary rights and notices for data they submit, and using Velqora lawfully.
Customers must not use the platform to unlawfully monitor individuals, violate privacy rights, interfere with other users or conduct prohibited activities.
3.4 Service providers and partners
Third parties handling Velqora or customer information must be subject to appropriate contractual safeguards, confidentiality requirements and security measures proportionate to the information and services involved.
Where legally required, Velqora will use data processing agreements, international transfer safeguards and other appropriate contractual mechanisms.
Legal
Data protection and privacy
4.1 Categories of information
Depending on the services used and the customer’s configuration, Velqora may process:
- Account details, names, business contact information and authentication records.
- Customer, supplier, carrier and commercial relationship information.
- Shipment details, tracking events, transport documents and delivery information.
- Vehicle, driver, route, location and fleet-operation data.
- Warehouse, inventory, order and asset information.
- Transaction records, invoices, subscription information and support requests.
- Technical logs, device information, usage records and diagnostic information.
- Information submitted through customer integrations and APIs.
- Information required to provide AI-assisted platform functions.
Not every category is collected for every customer. Processing must be limited to information relevant to the applicable service and its authorised purposes.
4.2 Lawful and transparent processing
Velqora will process personal data only where an appropriate legal basis exists under applicable law. Depending on the circumstances, that basis may include contractual necessity, legal obligations, legitimate interests or consent.
Consent will be obtained where required. Where consent is used, it must satisfy the applicable legal requirements and may be withdrawn as permitted by law.
Velqora will provide appropriate privacy information explaining relevant processing activities, purposes, legal bases, recipients, retention periods, international transfers and individual rights.
4.3 Purpose limitation and data minimisation
Information may be used to:
- Provide and operate subscribed services.
- Display shipment, fleet, warehouse and transport information.
- Facilitate authorised coordination between customers and their business partners.
- Maintain platform security and prevent fraud or abuse.
- Provide customer support and resolve technical issues.
- Generate operational insights and AI-assisted recommendations.
- Maintain service quality, troubleshoot faults and improve functionality.
- Meet legal, regulatory and contractual obligations.
Information must not be repurposed in a manner incompatible with the original authorised purpose or applicable law.
4.4 Customer control and ownership
As between Velqora and its customer, the customer retains its rights in customer-provided data, subject to third-party rights and applicable law.
Velqora receives only the rights reasonably necessary to host, process, transmit, display and otherwise use that data to deliver the contracted services, maintain security, provide support and perform other expressly authorised functions.
Velqora does not acquire ownership of customer data merely because the data is uploaded to or processed through the platform.
Velqora may use appropriately aggregated or anonymised information for analytics, service improvement, benchmarking or product development where legally permitted and where individuals cannot reasonably be identified from the resulting information. Pseudonymised information remains personal data where the law treats it as such.
Customer data will not be sold or disclosed for unrelated third-party commercial purposes without an appropriate legal basis and any required customer authorisation.
4.5 Data subject rights
Where applicable law grants individuals rights to access, correct, erase, restrict or object to processing, receive portable data or withdraw consent, Velqora will maintain procedures to respond to valid requests.
Where Velqora processes data on behalf of a customer, it will provide the assistance required by applicable law and its Data Processing Agreement. The customer may be responsible for responding directly to the individual.
Velqora may verify identity and authority before acting on a request and may apply lawful exceptions where appropriate.
4.6 Retention and deletion
Personal data and operational records will be retained only for as long as reasonably necessary for the relevant service, contractual obligations, legitimate business purposes and applicable legal requirements.
Retention periods may vary according to the type of information, the customer agreement, regulatory requirements and operational needs.
At the end of a subscription or service relationship, customer data will be made available for export, returned or deleted in accordance with the applicable agreement, documented retention schedule and legal obligations.
Backups, security logs and legally required records may remain for limited additional periods where justified. Information retained for those purposes will remain subject to appropriate safeguards.
Legal
International operations and cross-border data transfers
Velqora operates in the Netherlands and China and serves customers in international markets. The location of a Velqora office or registered entity does not, by itself, determine where customer data is stored or which employees and service providers may access it. Those matters must be governed by actual system architecture, access permissions, customer commitments and applicable law.
Velqora will:
- Identify relevant legal entities and their roles in processing personal data.
- Maintain appropriate records of material data flows and processing activities.
- Restrict cross-border access to authorised personnel with a legitimate business need.
- Assess applicable international transfer requirements before transferring personal data across borders.
- Use legally required transfer mechanisms and supplementary safeguards where appropriate.
- Review relevant hosting, support, subprocessors and remote-access arrangements.
- Consider local data protection, cybersecurity, data localisation and sector-specific requirements where applicable.
Transfers of personal data from the European Economic Area to a country outside that area must comply with the applicable GDPR transfer rules. Depending on the circumstances, an adequacy decision, standard contractual clauses or another valid transfer mechanism may be required.
Velqora will not represent that all international transfers are automatically lawful merely because the relevant companies belong to the same business group.
Legal
Information security
Velqora will maintain a risk-based information security programme appropriate to the sensitivity of the data, the platform’s functionality and the risks associated with logistics operations.
6.1 Access control
Access to systems and data must be authorised, role-based and limited to legitimate business requirements.
Velqora will apply appropriate measures, which may include:
- Individual user accounts and access permissions.
- Strong authentication and multi-factor authentication where appropriate.
- Timely removal or modification of access when roles change or employment ends.
- Privileged-access restrictions.
- Logging and review of security-relevant activity.
- Periodic access reviews proportionate to risk.
Shared credentials must not be used where individual authentication is reasonably available and necessary for accountability.
6.2 Technical safeguards
Based on risk and technical feasibility, Velqora will implement appropriate safeguards, including relevant combinations of:
- Encryption in transit and, where appropriate, at rest.
- Secure credential and secret management.
- Network and application security controls.
- Vulnerability assessment and timely remediation.
- Secure software development and deployment procedures.
- System monitoring and security logging.
- Backups and restoration testing.
- Endpoint protection and device security.
- Separation of environments and restriction of production access.
- Security testing before significant releases and changes.
The implementation and effectiveness of these measures must be assessed against the actual platform. No particular certification or security capability is implied unless independently verified.
6.3 Vulnerability management
Suspected vulnerabilities must be reported through Velqora’s designated security reporting channel.
Velqora will assess reports according to severity, potential impact and exploitability, prioritise remediation and communicate with affected parties where appropriate.
No person may exploit a vulnerability, access another party’s data or disrupt services without authorisation.
6.4 Incident management
A suspected security incident must be escalated promptly to the designated security or management contact.
Velqora will assess the incident, contain the threat, investigate the cause, preserve relevant evidence, implement corrective actions and document material findings.
Where personal data is involved, Velqora will assess its notification obligations under applicable law. Under the GDPR, a controller may be required to notify the competent supervisory authority within 72 hours of becoming aware of a personal data breach, unless the applicable exception is satisfied. A processor must notify the controller without undue delay in accordance with applicable law and its contractual obligations.
Notifications to affected individuals, customers, regulators and other parties will be made when required by law or contract.
6.5 Business continuity and recovery
Velqora will develop and maintain continuity and recovery arrangements proportionate to the importance of its services and the risks of interruption.
These arrangements should address system outages, infrastructure failures, cyber incidents, data corruption, loss of key personnel and relevant third-party service disruptions.
Recovery objectives and service availability commitments must be documented in the relevant service-level agreement where they are contractually promised. Velqora will not advertise guaranteed availability or recovery times unless those commitments have been approved and can reasonably be supported.
Legal
Logistics, location and operational data
Velqora recognises that logistics data may reveal commercially sensitive information or information about identifiable people.
Operational data may include shipment status, vehicle and driver locations, routes, estimated arrival times, delivery events, warehouse activity, inventory records, transport documents and related sensor or tracking information.
7.1 Authorised use
Operational data may be processed to provide tracking, planning, coordination, reporting, forecasting, optimisation, customer support, safety-related functions and other authorised services.
Access must be limited according to the user’s role, customer permissions and legitimate operational requirements.
7.2 Driver and employee monitoring
Customers using Velqora to monitor drivers or employees are responsible for determining whether their monitoring practices are lawful and for providing required notices, establishing appropriate legal grounds and respecting applicable employment and privacy laws.
Velqora will provide the platform functionality described in the applicable service agreement, subject to its technical capabilities and legal obligations. The existence of tracking functionality does not itself authorise unlawful surveillance.
7.3 Accuracy and operational decisions
Tracking events, arrival estimates, route recommendations and other operational information may depend on customer inputs, third-party systems, network availability, device signals and other external conditions.
Velqora will take reasonable measures appropriate to the service to process and present available information correctly. Customers remain responsible for verifying critical information and applying appropriate operational judgement.
Unless expressly agreed otherwise in writing, Velqora is a software provider and does not itself undertake the physical carriage, custody, storage or delivery of goods merely by providing logistics software.
Legal
Responsible artificial intelligence
Velqora integrates AI into its platform to help customers interpret information, identify patterns, generate insights, support planning and improve logistics workflows.
AI is intended to support customer operations. It must be used responsibly, with appropriate safeguards based on the intended purpose and risk.
8.1 Permitted purposes
Subject to the subscribed features and applicable agreements, AI may support:
- Shipment and transport analysis.
- Operational forecasting and planning.
- Route or workflow recommendations.
- Anomaly detection and exception identification.
- Reporting and data summarisation.
- Logistics coordination and productivity improvements.
- Other authorised functions that improve the customer’s use of the platform.
8.2 Human oversight
AI-generated outputs may be incomplete, inaccurate, outdated or unsuitable for a particular situation.
Customers should review and verify AI-generated outputs before relying on them for material operational, financial, safety-related, employment-related or legal decisions.
AI outputs must not be treated as guaranteed facts or as a substitute for professional judgement where such judgement is required.
8.3 Data protection and AI
Personal data submitted to or processed by AI features must be handled in accordance with applicable privacy requirements, the customer’s permissions and the relevant service terms.
Velqora will assess the use of customer data for AI development, model training, evaluation and improvement separately from the use necessary to provide the subscribed feature.
Customer data will not be used to train general-purpose or third-party models for unrelated purposes unless an appropriate legal basis and contractual authority exist and any required transparency or consent obligations have been satisfied.
Where third-party AI providers are used, Velqora will assess relevant contractual, confidentiality, security, privacy and international transfer requirements.
8.4 AI risk management
Velqora will assess material AI risks proportionately to the functionality involved. Where applicable, this includes reviewing data quality, foreseeable misuse, security, privacy, transparency, human oversight and the potential effects on individuals.
AI functionality will not be represented as infallible, completely autonomous or guaranteed to produce a particular result.
Where required by applicable law, Velqora will implement the relevant transparency, documentation, risk management and oversight measures.
Legal
Subscriptions, accounts and customer responsibilities
9.1 Subscription access
Access to Velqora’s subscription services is governed by the applicable order form, subscription plan, customer agreement and published service terms.
The subscription determines the services, features, usage allowances, number of authorised users and other limits applicable to the customer.
Customers must not exceed agreed usage limits, share access in unauthorised ways or circumvent subscription controls.
9.2 Billing and renewal
Subscription pricing, billing frequency, renewal, cancellation, taxes, payment deadlines and any applicable refund or credit arrangements will be specified in the relevant order or subscription terms.
Velqora will provide the disclosures required by applicable consumer and commercial law. Consumer subscriptions may be subject to additional mandatory rights that cannot be excluded by contract.
9.3 Account security
Customers are responsible for protecting their credentials, maintaining accurate account information, managing authorised users and notifying Velqora promptly of suspected account compromise.
Customers must not impersonate others, access accounts without permission or permit unauthorised third parties to use their accounts.
9.4 Suspension
Velqora may restrict or suspend access where reasonably necessary to address a security threat, unlawful activity, material breach of contract, non-payment where contractually permitted, or a legal or regulatory requirement.
Where appropriate and legally permissible, Velqora will provide notice and an opportunity to remedy the issue. Emergency action may be taken where delay would create material risk.
Legal
Acceptable use
Users must not use Velqora’s platform to:
- Violate applicable laws, regulations or third-party rights.
- Conduct fraud, impersonation, theft or other unlawful activity.
- Access, disclose, alter or destroy data without authorisation.
- Interfere with the security, integrity or availability of the platform.
- Introduce malware or attempt unauthorised penetration testing.
- Reverse engineer, copy or exploit protected software except to the extent permitted by mandatory law or an applicable written agreement.
- Use shipment, driver or location data for unlawful surveillance, harassment or discrimination.
- Upload data they have no legal right to provide.
- Circumvent security controls, subscription limits or access restrictions.
- Use the platform to facilitate unlawful transport, trafficking, sanctions evasion or other prohibited conduct.
Velqora may investigate suspected misuse, preserve relevant evidence, restrict access where justified and refer matters to appropriate authorities where legally required or otherwise lawful.
Legal
Confidentiality and intellectual property
Velqora personnel must protect confidential information belonging to Velqora, its customers, suppliers and business partners.
Confidential information includes non-public commercial terms, pricing, source code, system architecture, credentials, product plans, customer records, security information, operational data and business strategies.
Confidential information may be used only for authorised purposes and disclosed only to people who need it and are legally or contractually entitled to receive it.
Velqora retains the intellectual property rights it owns or licenses in its platform, software, designs, documentation, trademarks and related technology.
Customers retain their rights in their own data and materials, subject to third-party rights and the applicable contract. A subscription grants the customer only the access and usage rights expressly provided by the agreement.
Confidentiality obligations do not prevent disclosures required by law, lawful regulatory requests or the exercise of protected legal rights.
Legal
Third-party services and integrations
Velqora may integrate with external software, cloud infrastructure, mapping services, tracking systems, AI providers, communication tools, payment services and other third-party products. Such services may have separate terms, availability limitations, security practices and privacy policies.
Velqora will take appropriate steps to assess third parties that process personal data on its behalf and to establish required contractual safeguards.
Customers are responsible for ensuring that they have the necessary rights and authorisations to connect external systems and share data through integrations.
Velqora is not responsible for independent third-party services beyond the responsibilities imposed by applicable law or expressly accepted in a written agreement.
Legal
Service availability, support and changes
Velqora will use commercially reasonable efforts to maintain and support the platform in accordance with the applicable customer agreement.
Services may be affected by maintenance, upgrades, security measures, infrastructure problems, telecommunications failures, third-party outages, customer configurations or events outside Velqora’s reasonable control.
Velqora may update or modify features to improve security, performance, compliance or functionality. Material changes will be handled in accordance with the relevant agreement and applicable law.
Any guaranteed service levels, response times, recovery commitments, credits or other remedies must be expressly established in the applicable contract or service-level agreement.
Legal
Legal and regulatory compliance
Velqora will identify and assess legal obligations relevant to its business activities and the services it provides.
Depending on the circumstances, these may include:
- The EU General Data Protection Regulation (GDPR).
- Applicable Dutch privacy, commercial and consumer protection laws.
- Applicable Chinese personal information protection, cybersecurity, data security and cross-border transfer requirements.
- Applicable international data transfer requirements.
- Consumer and e-commerce rules in markets where Velqora offers services.
- Intellectual property, confidentiality, competition and contractual requirements.
- Applicable sanctions, export controls, anti-bribery and anti-corruption laws.
- Cybersecurity and sector-specific rules where the relevant legal conditions are met.
- Applicable AI regulation and data-access requirements.
The existence of an office, registration or customer in a particular country does not automatically make every law of that country applicable to every Velqora activity. Applicability must be assessed based on the relevant entity, activity, data, customer and jurisdiction.
Velqora will not claim regulatory approval, independent certification or compliance with a particular standard unless the claim is accurate and supported by evidence.
Legal
Incident reporting and complaints
Employees, customers and authorised partners should promptly report suspected security incidents, privacy violations, fraud, unauthorised access, misuse of the platform or material breaches of this policy.
Reports should include available relevant facts, the systems or data involved, the approximate time of the event and any immediate risk.
Velqora will assess reports, take appropriate action and communicate with affected parties where required.
Reports must be handled in good faith. Retaliation against a person for making a lawful, good-faith report is prohibited.
Legal
Policy violations and enforcement
Violations may result in corrective training, access restrictions, suspension of platform services, disciplinary action, termination of contracts or employment, or legal action, as appropriate and permitted by law.
The response will take account of the nature of the violation, the risk or harm caused, applicable legal requirements and any contractual rights.
Nothing in this policy limits rights or remedies that cannot lawfully be excluded.
Legal
Policy review and continuous improvement
Velqora management will review this policy at least annually and following material changes in the business, platform, legal environment or risk profile.
Reviews should consider:
- Changes to data collection, hosting and cross-border access.
- New AI features and integrations.
- Security incidents and lessons learned.
- Customer and regulatory requirements.
- New legal obligations.
- Changes in Velqora’s legal entities and operating markets.
- The effectiveness of existing safeguards and procedures.
Updates must be approved through Velqora’s internal governance process and communicated to affected personnel or customers where appropriate.
Legal
Approval and implementation
This policy becomes an internal company policy upon approval by authorised Velqora management.
Its provisions apply to personnel and other parties within its stated scope. Customer-facing contractual provisions become binding according to the applicable agreement, valid incorporation, acceptance and mandatory law. Publication of this policy alone does not automatically amend an existing customer contract or create a separate contractual obligation for every third party.
Approved by: Velqora Management. Authorised representative, signature and approval date to be completed upon formal approval.
